FIXED –TERM APPOINTMENTS TO 31 DECEMBER 2012

SEVERAL POSITIONS

The IEA seeks several Energy Analysts to staff its new Unit that will expand significantly its work programme on carbon capture and storage (CCS). Analysis undertaken by the IEA has indicated that CCS, together with energy efficiency, renewable energy technologies and nuclear power, will play a key role in mitigating emissions of carbon dioxide to the atmosphere and will be important to the achievement of international targets for deep global emission reductions. The main output will be analysis to identify the barriers to successful full-scale demonstration and deployment.

The selected candidates will form a small team of enthusiastic professionals reporting to the Head of the Carbon Capture and Storage Technology Unit. They will have different and complementary technical backgrounds so that analysis on the full range of issues related to carbon capture and storage technology can be developed. The Unit will work in close collaboration with other parts of the Agency, in particular, the Directorate for Global Energy Dialogue, the Economics and Statistics Division and the Office of the Legal Counsel.

Job Duties
1. Energy Analysis

• Participate in the carbon capture and storage technology project and the writing of the associated reports and publications to meet the needs and priorities agreed by Member countries. This will involve the preparation of high quality quantitative and qualitative analysis on a wide range of topics to contribute to a better understanding of the many challenges this technology faces for successful full-scale demonstration and commercial deployment.
• Assist with project management as appropriate.
• Support the broader activities of the IEA through analytical, written and verbal contributions, development of web content and briefs on all aspects of carbon capture and storage technology.


2. Liaison and Outreach

• Collaborate with other Divisions in the Agency and other organisations on cross-cutting projects, publications, policy reviews, Liaise with the IEA Greenhouse Gas Implementing Agreement to help support the IEA’s work on CCS.
• Monitor the content of national programmes. Explore and identify opportunities for collaborative projects and co-operative actions in the field of R[D]&D, full-scale demonstration and deployment.
• Participate in preparations for meetings of IEA standing committees, working parties, conferences and other groups as required; participate in relevant meetings of other international organisations; provide support for the development of reports, analyses and information items for these meetings.
• Maintain contacts with members of national delegations, other international organisations, representatives of industry, research institutions and universities, including the Carbon Sequestration Leadership Forum (CSLF) and Global Carbon Capture and Storage Institute.
• Promote the work of the Agency externally to a wide range of audiences through organising and participating in workshops, making presentations and holding bi-lateral meetings.

Qualifications: education, experience, communication and languages
1. Education and experience

• An advanced university degree(s) in relevant disciplines, such a physical science, geology, engineering, economics, quantitative modelling, science policy, etc.
• At least three to seven years' experience of analysing national and international policy issues relating to fossil fuels, with a recent emphasis on CCS, in the energy sector (business, industry, RD & D agency or government) from one or more of the following technical perspectives: techno-economic, regulatory, geological, engineering, technological. A power or industry background would be an advantage. Experience of developing countries would be an advantage.
• Excellent understanding of the energy sector and of the implications on these sectors of pursuing a path to a low carbon economy. Extensive understanding of CCS, and its potential to contribute to a low carbon economy and of the challenges it will face in meeting this potential.


2. Key competencies

• Proven analytical abilities as demonstrated in past work products (analytic reports, quantitative analysis, operative models, and/or published papers).
• Creativity, energy and commitment.
• Committed team worker. High degree of flexibility. Proven ability to handle multi-tasking, prioritise and meet tight deadlines. Strong sense of responsibility for the successful completion of assigned work.
• Excellent level of computer literacy.


3. Communication and languages

• Excellent interpersonal skills, including the ability to maintain harmonious working relations with colleagues in a multicultural environment as well as the ability to foster contacts with officials in national and international fora.
• Strong communication skills. A demonstrated ability to prepare high quality reports quickly and clearly in written form on complex technical issues for a more general policy audience. Experience in giving oral presentations.
• Excellent knowledge of written and spoken English; working knowledge of another language would be an advantage.

NB: The appointment may initially be made at the level immediately below if the qualifications and professional experience of the selected applicant corresponds to that level: in this case, the duties and responsibilities assigned to the post will be adjusted accordingly.
