The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation. FIXED TERM APPOINTMENT: THREE YEARS (POSSIBILITY OF RENEWAL FOR FURTHER TWO YEARS)

Under the general supervision of the Director of Global Energy Dialogue, the main areas of responsibility are to manage directly the Agency’s programme of work relative to Europe, the Middle East and Africa and to lead the design and manage implementation of special forms of cooperation with non-member countries, including the Partnership Meeting on Energy and Sustainability and the Training and Capacity-Building Programme. This will contribute to the achieving the Agency’s objectives of ensuring access to reliable, affordable and clean energy. The Agency seeks to do this by creating conditions in which the energy sector can make the fullest possible contribution to economic development and environmental sustainability. The selected candidate will possess broad knowledge and understanding of energy issues beyond the scope of their direct responsibilities.

The Head of Division has line management responsibility for the budget and team of enthusiastic professionals working with non-member countries in Europe, the Middle East and Africa and special forms of co-operation.
Job Duties
1. Management

• Lead the strategic design and implementation of the work programme to enhance relations with non-Member countries in Europe (in particular Russia), the Middle East and Africa to meet the needs and priorities of Member countries.
• Lead the strategic design and implementation of special forms of cooperation that strengthen the partnership between the IEA and all non-member countries. This includes: the Training and Capacity-Building Programme, and; the Meeting on a Partnership for Energy and Sustainability which is convening for the first time in the autumn of 2010.
• Manage a highly qualified, enthusiastic, multicultural team of professionals and accept accountability the quality, timeliness and relevance of the Division’s outputs. Contribute personally to these outputs through intellectual leadership, coaching and developing staff, as well as by winning and managing resources to support the Division’s work. Build a collegial and productive working atmosphere.
• Service committees and working groups and accept accountability for their smooth organisation, preparation of high quality papers and facilitating dialogue, consensus building and a productive exchange of views between delegates of IEA member and non-member countries.
• Manage the core outputs of the Division to ensure their timely delivery and coherence with other outputs of the Agency, including the production of quality publications and relevant input to IEA products managed by others.
• Replace the Director in his/her absence.

2. Co-ordination, liaison, representation, dissemination

• Manage directly and/or assist IEA Member countries and non-Member countries in these regions in the organisation and conduct of conferences, seminars and workshops.
• Develop and maintain close relations at senior level with government, international and regional multilateral organisations, the private sector and research institutions. Expand the dialogue between the member and non-member countries. Identify opportunities for collaborative projects or other co-operative actions between IEA Member countries and non-Member countries in these regions.
• Ensure that the mechanisms for strengthened partnership, including the Training and Capacity-Building Programme, are coordinated across the Agency so as to make best use of available IEA expertise.
• Represent the IEA at meetings and conferences involving senior policy-makers and representatives of business, labour, academia, NGOs and the media.
• Contribute to the development of the IEA’s policy messages and communications strategy with key stakeholders, the media and the general public, in order to maximize the value, visibility and impact of the Division’s work.
• Build collaborative and collegial working relationships with people inside and outside the Agency on cross-cutting projects, publications, policy reviews, and conferences.

3. Analysis, advice and drafting

• Draft and edit policy and other papers to be presented to the IEA's Standing Committees and/or the IEA Governing Board or other bodies. This includes:
- analyses of international energy relations, with emphasis on energy policy, and related economic subjects in the area of responsibility;
- analyses of energy sector developments in the regions/technologies concerned and which examine in particular:
• supply and demand for energy, indicating potential impact on world energy markets;
• linkages between energy and environmental issues; prospects for building flexible and open energy markets;
• implications for energy security of IEA Member countries.
- analyses of the functioning of existing mechanisms for partnership between the IEA and non-member countries, including the Training and Capacity Building Programme and the Partnership Meeting on Energy and Sustainability, as well as proposals for new formats or mechanisms as appropriate.
Qualifications: education, experience, communication and languages
1. Education and experience

• An advanced university degree or equivalent in a relevant discipline (economics, public administration, science, technology).
• Ten to fifteen years' experience in international relations, foreign affairs and public administration.
• Ability to build and maintain effective working relationships with delegations and government officials of Member and non-Member countries.
• Considerable knowledge and experience of political and economic aspects of national and international energy markets and policy with an emphasis on, including experience on the ground in one or more of the countries covered by the Division (e.g. Russia, the Middle East or Africa).

2. Key competencies

• Proven ability to analyse national and international complex policy issues and to prepare analytical papers and recommendations for action or discussion at Ministerial-level meetings and other bodies.
• Strategic vision and good anticipatory skills, based on experience, in order to identify areas where the IEA can contribute effectively to policy-makers in member and non-member countries. An outcomes orientation and a proven record of success.
• Demonstrated ability to manage interdisciplinary teams including experience in selecting, coaching, developing and appraising staff; providing regular constructive performance feedback; creating an environment conducive to teamwork, innovation and open communication.

3. Communication and languages

• Proven communication and networking skills. The capacity to work at senior policy levels with Member and non-member countries, to establish senior-level networks with key stakeholders and to be able to communicate effectively with a diverse range of experts from industry, academia and non-governmental organisations.
• Proven ability to interact with people productively at all levels.
• Excellent spoken English and drafting ability in English. Knowledge of Russian or Arabic would be an advantage.
