We are looking for a PhD student in global politics of agriculture, environment, and health. For a pesticide to be registered, huge amounts of information regarding chemical identity, efficacy and environmental and health safety have to be submitted to various regulatory authorities. Currently it is debated whether a pesticide may be registered if it can be demonstrated to be equivalent to another, already registered pesticide. International governance initiatives (mostly FAO-WHO-UNEP related) that focus on the improvement of pesticide risk regulation in developing countries play a key role in determining equivalence. These initiatives constitute prime examples of multi-level, informational governance. This project aims to answer the following question: Why is equivalence a bone of contention in informational pesticide governance and how do actors at different governance levels shape equivalence rules and improve pesticide risk assessment? The seemingly simple issue of equivalence illustrates many aspects of the relationships between businesses and regulatory bodies. Issues to be studied are: i) claims about ownership and confidentiality of information submitted, ii) the function of science advisory bodies, iii) the level where regulatory decisions are made –national regulatory bodies or international advisory organizations, iv) the involvement of business in the making of informational governance, and v) unevenness and the role of developing countries in informational pesticide governance.
Applicants should have a prior degree in political science, anthropology, political ecology, development studies, political economy, or related field. Candidates should have a proven interest in understanding technical issues (e.g. in chemistry and/or agricultural sciences) and regulatory issues. They should have the capacity to develop a strong and critical social science contribution. Skills and commitment to work in an interdisciplinary team are required. Previous research experience and experience with qualitative research methods are preferred. Fluency in English is required; knowledge of Spanish is desirable. Willingness to travel to different countries for data collection and skills to organize access to respondents at different levels are required. Preliminary choice of field work locations is India, Costa Rica, Brussels, and Rome. Strong scores at the Master level, and good oral and written communication skills are required. The candidate should be able to write proposals as we will apply for additional funding for research costs.
We offer an initial contract for a period of 18 months, extended with another 30 months upon favourable evaluation. Gross salary will increase from € 2042 per month in the first year up to € 2612 per month in the last year based on a full-time appointment (38 hours a week). Additional terms of employment (pension fund, vacation allowance, and so on) according to Dutch law and the university’s collective labour agreement apply.
The Technology and Agrarian Development group and the Applied Philosophy group provide high quality training to postgraduate students. The researcher will participate in a larger cutting edge research programme on Informational Governance. In-house seminars and many co-operations with other groups at Wageningen University and visits to the groups by other scholars ensure that postgraduates interact in a stimulating and supportive environment. The position will start Summer-Fall, 2012.

The project is a collaborative research of The Technology and Agrarian Development group, the Applied Philosophy group, and the new Knowledge, Innovation and Technology group at Wageningen University. The Technology and Agrarian Development group is an dynamic, international group researching and teaching on nature-technology-society interaction in the department of Social Sciences of Wageningen University, the Netherlands. The Applied Philosophy group studies the relations between the life sciences, nature and society from a normative angle (e.g. from the viewpoint of global justice). Together, we have 9 Faculty members and a lively community of about 45 international PhD candidates. PhD training programmes are tailor-made. The PhD will also become a member of the Wageningen School of Social Sciences. Candidates thus work in a highly diverse and vibrant network. The Informational Governance programme integrates 6 PhD projects and the programme involves scientists from both the Environmental Sciences and Social Sciences of Wageningen University.
